The Constitution doesnt have a provision to make new provinces directly.

Article 238 and 239, however, permit amendment in the Constitution to make news provinces.According to these provisions in the 1973 Constitution, the Provincial Assembly of the province to be split into new province/s would need to pass a resolution with a two-thirds majority. The resolution will then be sent to the National Assembly and the Senate for amendment in the Constitution. Once the bill is passed, a new province could be formed administratively.Political parties have started discussions on making new provinces. The PML-Q has filed a motion in the Punjab Assembly to seek formation of Seraiki Province.There is however skepticism about such calls as critics claim the demand for new provinces is mostly politically motivated and public or national interest hardly comes as a priority.
