The report blames the lack of planning and corruption in the Irrigation Department for the damages.

Dunya News received the report of the flood inquiry tribunal regarding the breakage of embankments last year. The inquiry tribunal recommended cases to be filed with the National Accountability Bureau (NAB) against the corrupt officer in the Irrigation Department.The inquiry tribunal headed by Lahore High Court Judge, Justice Syed Manzoor Ali Shah, in the report mentioned that former director general of the Meteorological department of Pakistan Qamar Zaman Chaudhry did not issue a warning of excessive rains. According to the report, there were no stones in store to deal with the flow of water in the Jinnah Barrage while the right gate of the barrage was closed per routine and as a result all the water pressure went to the left side which created the fear of breakage. According to the report, the payment of Rs 10 million to the Pakistan Army for breaking the breaching section of the Jinnah Barrage was mere paperwork. The Chief Minister Punjab was also criticized in the report which said that his visits were pointless and created hindrances in the relief efforts.
