ISLAMABAD (Dunya News) - The Federal Board of Revenue (FBR) has decided to include taxpayers from Azad Jammu & Kashmir (AJK) and Gilgit-Baltistan (GB) in Pakistan’s active tax-payers list. For this purpose, the FBR has amended the Income Tax Rules.

According to reports in local media, the FBR issued a notification updating the Income Tax Rules 2002, introducing a procedure to list individuals already active under the AJK Central Board of Revenue or Gilgit-Baltistan Council Board of Revenue in Pakistan’s active taxpayers database.

Under the amended rules, a person included in the active tax-payers list of AJK or GB will also be listed as an active taxpayer in Pakistan under Section 181A of the Income Tax Ordinance, provided their temporary or permanent address is in AJK or GB.

If a person has both temporary and permanent addresses in Pakistan, a specific process will apply. The relevant Commissioner of Inland Revenue, based on the address in the CNIC, will verify through IRIS, including inquiries and written confirmation from the taxpayer, that the person has no employment or business in Pakistan. Simultaneously, the Commissioner of the relevant AJK or GB board will confirm the taxpayer’s employment or business presence there.

Furthermore, if the Commissioner suspects that the person is required to file a tax return under Section 114 of the Income Tax Ordinance but fails to do so despite notice, their name will be removed from the active tax-payers list under Section 181A.
