A youth who was reportedly chained for the last fifteen years has been spending life with domestic animals.The victim Lakha is a son of a wealthy landlord of Chak-38. No matter how harsh the weather maybe but Lakha is forced to stay in the open with the animals all tied up in metal chains.Lakhas brother Joiya said that Lakha is mentally ill since he was 3-years-old. He informed that their family took Lakha for treatment to several doctors but it was not helpful. He added that Lakhas father Rayees gives him food once in a day.
