CCPO has stated that FC workers did not seek permission for opening firing.

Ex-CCPO Daud Junijo, Crisis Management Officer of civil defense and a Patwari recorded their statements before the Kharotabad inquiry commission. CCPO said that he reached the site of occurrence after five minutes while FC colonel was already present there. Furthering his statement, he said nobody had sought his permission to open fire, nor he had ordered anybody to do so.He further said that when he reached there all the victims were lying unconscious. FC officials and policemen had encircled the site of occurrence and he was stopped from seeing the victims.Five people got recorded their statements on the part of police while investigation officer presented his record comprising 183 pages. Hearing was postponed for next day.
