Committee to probe RTS system failure still not formed after 22 days

ISLAMABAD (Dunya News) – Committee to probe failure of the Result Transmission System (RTS) on the night of July 25 failed to form even after the passage of 22 days.

The committee formation is undergoing a prolonged delay as both cabinet division and Election Commission of Pakistan (ECP) are leveling the blame on each other.

Cabinet secretary says that the matter has been forwarded to ECP after seeking advice from law ministry.

However; the commission maintains that directions have been issued to cabinet division on the formation of the committee.

Previously, ECP had referred the matter to the cabinet who recommended that the committee formation issue should be left on the new government.

Election Commission of Pakistan (ECP) had sent a letter to the Cabinet Division, directing to constitute an inquiry committee comprising experts from National Telecommunication and Information Technology Security Board (NTITSB) and Pakistan Telecommunication Authority (PTA).

According to the terms of reference (TORs) of inquiry, the committee was to thoroughly analyse RTS, fix responsibility of its failure and also make suggestions for future course of action.

Earlier, an official of ECP while finalising the reasons of failure of RTS on July 25 said, it is an international practice that any system been introduce is practiced before launching but due to shortage of time RTS could not be tested.

He also said that it was the demand of parliamentarians to launch and practice RTS in election 2018. ECP analysed the reasons behind failure of RTS and share the findings with the media.

The official added: “For the first time an online system to share results from 85,000 polling stations around the country to the central headquarters in Election Commission of Pakistan was introduced.”

The commission, he said, investigated those complaints where results on a piece of plain paper were released instead of the ECP’s-issued Form-45.
