Main reason of Pak Armys serious concerns on Kerry-Lugar Bill was the changes made in the final bill. The bill sent to the military leadership on September 15 by telegram was changed later on. According to military sources, first bill shown to the military leadership did not have some alarming clauses and these were included in the final bill afterwards. According to the new clauses, aid for Pakistan would be monitored and investigated. And audit centers would be established in this regard. The military sources revealed that it was not mentioned in the first bill that Pakistans settled areas, Quetta and Muridke, are becoming safe haves for terrorists.
