Crime and safety is one of the major concerns for the people of Pakistan. Though carjacking, armed robberies and other violent crimes occur in many major urban areas, Lahore is believed to be comparatively safe. However, this incident of finding tortured sack packed dead bodies has sent shock waves across the city.
According to the official data provided by Lahore police, the heinous crimes have reportedly increased in the city over the last few years and the CM himself expressed his dissatisfaction over poor performance of the top police officers of the City Police. As per the recent statistics, more than 633 people were killed with increase of 50 incidents, around 51 people were kidnapped for ransom and in few cases the abductors gunned down the abductees even after receiving the ransom amount. Moreover, in several cases there were incidents of gang rape of females during different dacoity bids but the victims’ families avoided sharing any details with the police department.

Though this incident of sack packed bodies is an unusual happening in Lahore, Karachi has encountered more than 273 cases of dead bodies found in gunny bags in 2013 alone. The found bodies carried marks of severe torture before being shot dead and sometimes torture to an extent that many could not be identified in morgues. Karachi remains at the risk of increasing cases of dead bodies being found in gunny bags. According to the lawmakers, terrorist elements are behind the unrest in Karachi. Moreover, police senior officials have reported that militant wings and autonomous criminal groups have formed torture cells and are behind the killings of kidnapped people.
Law enforcement agencies (LEAs) have expressed their distress over this rise in the incidents of recovering sacked bodies but they are unable to take any actions because of political concerns. Often the terrorist groups delay the killing of abducted person, as their negotiations are going on with rival groups who are equally involved in kidnappings of their people too. Most of these bodies bear torture marks inflicted by drills, knives, daggers and other sharp materials before being killed. It however, remains a fact, that the bodies belong to various political parties because sometimes the names of the political parties are found drilled on the bodies of the deceased. When the bodies are unable to be identified, they are sent to the Edhi management who wait for a week or so for their family members before burying the unidentified bodies. The sacks recovered are mostly three to four feet in length and two feet wide. These bags are easily available in the markets and not very costly either. The bodies are sometimes stuffed in the sack before shooting while sometimes after. The common practice is to tie the hands, legs and mouth with the ropes or any other thing before stuffing them into sacks.
