US State Department splits over Kerry-Lugar Bill

The US State Department has split over the aid to be given to Pakistan under Kerry-Lugar Bill and the officials are considering Pakistans apprehensions on the bill, reported Dunya News. The US stance on the conditions of Kerry-Lugar Bill and the procedure of distributing aid is undergoing a change after the objections by the Pakistani government. According to the American Media, US special representative on Pakistan and Afghanistan Richard Holbrooke is bidding to shift US aid from American contractors to local Pakistani organizations and Pakistani government. Some State Department officials and economists believe that Pakistans local institution have a dubious character regarding distribution of aid which could seriously compromise the effort to stabilize Pakistan. A memorandum by the US Aid says that Holbrooke by giving huge money to Pakistani government and organizations will not only bypass the American contractors but also cancel the American programs. Deputy Secretary of State Jack Lew said the administration makes no apologies for wanting to shift aid money away from US contractors in Pakistan, but we're not going to do it so quickly that it causes disruption.
