The chief justice says that a civilian government should be more assertive than a dictator.

A five-member Supreme Court bench heard the suo moto case on Karachi target killings in the Karachi registry of the Supreme Court.During the hearing, the chief justice asked the attorney general whether the government was protecting people’s rights in the city and restitution money was being paid to the people killed in target killing. The attorney general said that currently the government did not have any such policy but he would talk to the Sindh chief minister on the matter. The Sindh advocate general said that apparently criminals gained more strength during the time of civilian government, referring to the tenures of Benazir Bhutto and Nawaz Sharif when thousands of people were killed.Babar Awan, counsel for the federal government, said that he backed the SC suo moto notice on Karachi killings but no notice was taken of 18 October’s bombings. The chief justice told him not to comment without correct information, adding that a notice was taken of 18 October’s bombings but the proceedings were aborted due to the imposition of emergency on November 3.The court adjourned the hearing until tomorrow.
