ISLAMABAD (Dunya News) - Pakistan and the International Monetary Fund (IMF) are holding discussions on the fourth review of the country’s $7 billion Extended Fund Facility (EFF), with government officials briefing the visiting IMF mission on taxation and reforms relating to the disclosure of civil servants’ assets.

Formal negotiations for the fourth EFF review began on Monday. The IMF mission is also conducting the third review of Pakistan’s Resilience and Sustainability Facility (RSF). Successful completion of the reviews could make Pakistan eligible for about $1.2 billion in combined disbursements under the two programmes. (DAWN)

According to officials cited in local media reports, representatives of the Federal Board of Revenue (FBR), Establishment Division and Finance Division held meetings with the IMF delegation.

The FBR briefed the mission on customs and income tax matters, while officials from its relevant policy wings provided details of tax-related measures.

The discussions also covered the government’s framework for digital declaration and disclosure of assets by civil servants. The Finance Division has separately listed the digitalisation of asset declarations under Section 15-A of the Civil Servants Act, 1973, among its recent measures. 

Officials briefed the IMF on legislation and administrative arrangements concerning the financial disclosures of government employees. Under the new system, officers in BS-17 and above are required to submit their income and asset declarations through a dedicated FBR portal.

The declarations are subject to risk-based verification by the FBR, while selected non-sensitive information is to be made available publicly, according to details reported media. 

The Secretary Establishment Division and Secretary Finance Division also participated in the discussions with the IMF mission.

The asset-disclosure measure forms part of the broader reform agenda under Pakistan’s IMF programme. The IMF’s programme documents had already identified digitised filing, publication safeguards and risk-based verification of high-level public officials’ asset declarations as part of the programme framework. 

The fourth EFF review covers Pakistan’s performance against programme commitments and targets for the period ending June 2026. The IMF’s published programme schedule identifies September 2026 as the timing for the fourth review.

The talks are expected to continue into early October as both sides assess progress on fiscal, tax and structural reform measures.
