KABUL (AP) - A senior official says insurgents have attacked a construction camp in western Afghanistan, killing nine workers and a policeman.

Deputy Public Works Minister Ahmad Shah Wahid says the pre-dawn Saturday attack targeted a road-building project in Herat province's Karukh district.

Like most development projects in Afghanistan it had foreign funding in this case German, according to Wahid. Such projects are frequently targeted by insurgents.

Violence has increased in recent months as insurgents fight to regain territory and foreign forces withdraw.
