Russian scientists believe that life is as inevitable as the formation of atoms and they expect humanity to encounter alien civilizations within the next two decades by 2031.Russian Academy of Sciences Applied Astronomy Institute says that 10 percent of the known planets circle sun in the galaxy resemble Earth and claim that they will encounter aliens within 20 years. The Russain scientists say that if water can be found there, then so can life and they are working for both civilizations to encounter.Finkelsteins institute runs a program launched in the 1960s at the height of the Cold War space race to watch for and beam out radio signals to outer space. The institution works mainly to receive messages from space.
