The senior officers who had been waiting for promotion for many years were intentionally neglected by the decision makers. In Rawalpindi, junior doctors have been appointed as heads of three government hospitals. They are enjoying status and facilities of grad-20 despite holding grade-19.In Holy Family Hospital, Raja Shafiq Serwer is enjoying the seat of Deputy Director Emergency while DHQ MS Dr Shair Ali is also enjoying grade-20 despite being junior in the department.In the same way, Rawalpindi Institute of Cardiology’s Medical Superintendant also gained promotion within short time.Benazir Hospital’s MS Asif Qadir Mir is of the view if seniors are being exploited due to promotion of junior officers; it is mismanagement of the government which is blindly bestowing junior officers while surpassing the seniors.
