The provinces, while refusing to accept federal government employees pertaining to the ministries being transferred to them and clear the outstanding loans against them, demanded that the legislation making process be completed ahead of devolution of these ministries to them. In the Implementation Commission session of the 18th Amendment presided over by Senator Raza Rabani, the strategy to shift the employees of the ministries of health, education, culture, tourism and local bodies to the provinces was discussed. The commission convened another meeting on November 15 to resolve the issue. Sources said the provinces, while showing their concerns over the employees of the ministries and on some other issues, urged the federal government to allocate an initial grant and it was also proposed to send the government employees in ministries devolved to the surplus pool after the provinces declined to take them. The provinces argued that the transfer of power be preceded by provision of funds.
