US special representative for Pakistan and Afghanistan Richard Holbrooke has passed the buck for delay in Pakistans aid on US Congress, saying that the latters rules and regulations rendered the whole process slow. Talking to media after meeting with Qureshi in Washington, Holbrooke said that the aid to Pakistan has been delayed due to the rules and regulations of Congress.He said that education, water, energy and other issues would be discussed during the strategic talks, adding that ways would also be announced in this regard. Talking on the occasion, Qureshi said the talks would open a new chapter of Pak-US bilateral ties adding that its high time for action. Meanwhile, COAS General Ashfaq Kayani visited Pentagon and met with US Chairman Joints Chief of Staff Admiral Mike Mullen and Defence Minister Robert Gates.
