Fuel adjustment surcharge: Nepra approves reimbursement of Rs 35b

The Nepra ordered power companies to reimburse the amount to consumers through future monthly bills.

ISLAMABAD (Web Desk) - The National Electric Power Regulatory Authority (Nepra) has issued a notification regarding provision of relief worth Rs 35 billion following a review of the previous fiscal year’s fuel price adjustment.

According to the notification, the regulatory authority has now finally decided to decrease the price of power used in July by 62 paisa/unit, 38 paisa/unit in August, 42 paisa/unit in October, 65 paisa/unit in November, 28 paisa/unit in December, 63 paisa/unit in January 2013, 20 paisa/unit in February, 83 paisa/unit in March, Rs 1.54/unit in April, and 71 paisa/unit in May 2013.

The power distributing companies (Discos) would give relief to the consumers in monthly bills of next five months with effect from the notification date. The decision of providing relief will not be applicable to the power consumers belonging to Karachi and Peshawar.

Earlier, the regulatory authority, during a public hearing, had taken a final decision pertaining to provision of relief to masses on account of fuel price adjustment from July 2012 to May 2013.

The decision was ostensibly taken due to change of date in the tariff notification of power distributing companies (Discos) following the issuance of a gazette notification of RFC on August 5, 2013, by the power ministry, making it effective from 1st July 2012.

Similarly, due to late submission of applications by the Discos to the regulator for determination of reference fuel cost (RFC), the regulatory authority (Nepra) determined monthly RFC of Discos for the financial year (FY) 2012-13 in April 2013 on the basis of RFC of FY 2011-12. Total 74 billion units of power were sold to the Discos during this period.
