Punjab govt decides to take tough action against violent protesters

Punjab government has moved to crack down on violent protests by proposing legal amendments that introduce strict punishments, mandatory compensation for damages

LAHORE (Dunya News) – The Punjab government has decided to deal with violent protesters with an iron hand and take strict action against those who damage public or private property during protests.

According to the Punjab government, anyone involved in violence, vandalism or destruction of property during protests will face serious consequences. In this regard, the Police Order (Second Amendment) Act 2025 has been presented in the Punjab Assembly.

Under the proposed law, violent protesters will not only face punishment but will also be bound to pay compensation for the damage they cause. The bill aims to ensure that lawbreakers are held fully accountable and do not get away scot-free.

As per the bill, a Riot Management Unit will be established to handle violent and unlawful protests. The unit will be supervised by an officer of Additional Inspector General (AIG) rank and will be equipped with modern tools and equipment. Officers of the unit will receive proper training to deal with illegal protests effectively.

The bill states that illegal riot zones will be identified by the district deputy commissioner, who will then inform the district police chief. Once declared, the area can be cordoned off, and incident commanders of the Riot Management Unit will take charge of controlling the situation.

According to the bill’s text, the incident commander will be an officer of station house officer (SHO) rank. Riot Management officers will be protected from legal action while performing their duties. If a person is found guilty of violent protest, they will be required to compensate for losses.

The trial court, with the assistance of the Home Department, will determine the extent of damage. This will include damage to public and private property, injuries to individuals, and loss of life. However, the trial court’s decision can be challenged before a two-member bench of the High Court.

The government sources said that officers of the Riot Management Force will be posted in the unit. The bill has been referred to the relevant committee for two months, after which it will be presented again in the Punjab Assembly for approval. Final approval of the bill will be given by the Governor of Punjab.

The government believes the proposed law will help maintain law and order and send a clear message that violence during protests will not be tolerated.
