ISLAMABAD (Web Desk) – Supreme Court Justice Ali Baqar Najafi has issued an additional note spanning seven pages in the case regarding the rejection of the appeal against the death sentence of Zahir Jaffer, the convict in the Noor Muqaddam murder case.
In his additional note, Justice Ali Baqar Najafi stated that he agrees with the majority decision but has written some additional reasons. He noted that all evidence against Zahir Jaffer is part of the official record.
He stated that the concept of “live-in relationships” is extremely dangerous for society, adding that such arrangements between a man and a woman not only lead to social degradation but are also against Islamic teachings.
He said the younger generation should learn a lesson from this incident.
The Supreme Court had upheld the death sentence awarded to Zahir Jaffer under the murder charges, while converting the death sentence in the rape case into life imprisonment.
In the kidnapping case, the 10-year sentence was reduced to one year. The court also maintained its order directing payment of compensation to Noor Muqaddam’s family.

The court had ordered the release of Zahir Jaffer’s watchman, Muhammad Jan, and security guard, Iftikhar. Zahir Jaffer has filed a review petition against the Supreme Court verdict.
Justice Ali Baqar Najafi further remarked that the Noor Muqaddam case is a direct result of the “evil” spreading in society, referred to as “live-in relationships.”
It appeared that Justice Najafi was referring to live-in relationships, a situation where two unmarried individuals live together under a romantic relationship.
He added that such relationships are not only against the law of the country but also violate personal law under Sharia, describing them as a “direct rebellion against God.”
The honorable judge warned the younger generation about the “terrifying consequences” of such relationships.
Twenty-seven-year-old Noor Muqaddam was found dead in July 2021 at the Islamabad residence of Zahir Zakir Jaffer.
In May this year, a three-member bench headed by Justice Hashim Kakar, comprising Justice Ishaq Ibrahim and Justice Ali Baqar Najafi, upheld the death sentence awarded by the Islamabad High Court to Zahir Jaffer in 2022.
