PM Imran okays revolutionary civil service reforms

ISLAMABAD (Dunya News) – Prime Minister Imran Khan ratified a revolutionary change in the bureaucracy system on Saturday which obligates serving in backward areas as new training and promotion criteria.
According to Dunya News, major reforms have been made in the laws of the civil servants of Pakistan. The civil servant, who will serve more than 10 years in one province, would not be promoted to upper grade, while for getting promotion, Grade-19 and Grade-20 officers have to perform duties in hard areas.
A mandatory performance review will be conducted for a public servant after 20 years of the service.
A Performance Evaluation Board consisting of senior secretaries and the chairman of the Federal Public Service Commission (FPSC) will be formed to decide whether or not the civil servant will stay employed.
In the event of dissatisfaction with the Board, the officer may awarded retirement; meanwhile, only 20% of 21-Grade officers will be eligible for promotion depending on their evaluation.
Serving outside the province will be essential for development in Grade-21. Men have to perform five years whereas women have to serve for at least three years in different provinces.
An officer has to secure at least 15 out of 30 score to obtain a satisfactory report from the Promotion Board. These reforms will be implemented this year. Rules are made under Section 13 of the Civil Services Act, 1973.
