18th amend implementation: Provinces say funds be precede powers
Implementation Commission of the 18th amendment proposed to send the government employees in ministries devolved to the surplus pool after the provinces declined to take them. During a meeting, presided over by Senator Raza Rabbani, the provinces argued that the transfer of power be preceded by provision of funds. The provinces also added that they are ready to take the ministries but would not pay the loans of the departments. The Committee members, Secretary Establishment, Secretary Cabinet Division and four provincial Chief Secretaries attended the meeting. The Commission convened another meeting on Nov 15 to resolve the issue.
