ISLAMABAD (Dunya News) - The federal government has constituted an 11-member Advisory Council in Khyber Pakhtunkhwa following the declaration of emergency in the province under Articles 232 and 234 of the Constitution.
A notification was issued establishing a new administrative framework for the conduct of government affairs in KP.
According to details of the order, the directive was issued in light of a constitutional proclamation dated October 11, 2026, outlining a revised mechanism for managing provincial administrative affairs following the imposition of emergency rule.
Under the order, the Governor of Khyber Pakhtunkhwa will conduct the affairs of the provincial government on behalf of the federal government, with the assistance of an 11-member Advisory Council.
11-Member Advisory Council Formed
The following individuals have been named to the Advisory Council:

Dr Syed Aamir Abdullah
Lieutenant General (retd) Nigar Johar
Samar Haroon Bilour
Dr Sarfaraz Ali Shah

The order also appoints Sanaullah Advocate as the Advocate General of Khyber Pakhtunkhwa.
Provincial Affairs to Be Conducted Under Existing Rules
The order stipulates that provincial government affairs will be managed in accordance with the relevant constitutional provisions and the Khyber Pakhtunkhwa Government Rules of Business, 1985, in a manner consistent with the federal directive.
The governor will seek assistance from the Advisory Council in carrying out provincial government functions under the new administrative arrangement.
The order takes effect immediately, according to the issued directive.
