The U.S. and NATO agreed to start transferring control of Afghanistan back to Afghan forces by the end of the year. They endorsed a plan to gradually transfer security and governance powers to Afghan authorities. Nato foreign ministers, and their partners in the international coalition in Afghanistan, have been meeting in the Estonian capital Tallinn. It was agreed during the meeting that NATO is preparing to hand control of parts of Afghanistan to the Afghan people this year, Secretary General Anders Fogh Rasmussen has said. NATO plans to sign up an agreement with the Afghan government according to which NATO would help to create a modern Afghan Police force. NATO also plans to undertake effort for helping to create a stable Afghan government and dialogues with the Taliban.It is pertinent to mention that US President Barack Obama has said that the US aims to begin pulling troops out of Afghanistan in 2011.
