LAHORE (Dunya News) Indus Conclave was organized by Punjab Group and renowned scholars and analysts addressed on different topics on the event including Climate Change, Pakistan in Digital Age, News and Bias, Art, Pakistan at 75, Pakistani Writing, Pakistan’s Place in the region, Pakistan Music and much more.

Executive Director and Chairman of Dunya Group, Mian Amer Mahmood also addressed the participants at Indus Conclave on a topic "Pakistan at 100", that how Pakistan will look in 2047.

While addressing the event, Mian Amer Mahmood said, "As a practitioner I can say one thing as I ve been practically gone through things discussed here in theory. What I heard here about the provinces of Pakistan, education, political system. If I summarize it, I think there are two things I can say on this that about the real issues of Pakistan. One of them is that all the institutes of Pakistan i.e, the judiciary government and other institutes are overburdened. Only Lahore High Court (LHC) has more than quarter million cases which are pending. There are only 60 judges from sometimes 50 are available and sometime 55, and each judge gets a list of 15 to 25 cases every day. How can he hear that case and do justice with it? And if we look at the hospitals and schools, only Punjab has 80,000 government schools and every government school has better infrastructure than a private school, which are in acres."

He further said that after 2001, teachers have been appointed on merit. They have better qualified teachers than the private sector and better infrastructure but development has stopped as they are more 80,000. A secretary sitting in Lahore is trying to handle 80,000 schools which is almost impossible. Whoever will be in government, they cannot be functional properly because the fundamental are not right."

While talking about the local and district level government, he said that whenever army is in power, a local government is formed and when the elected government comes, the first thing is that they target the local government. "When I was the Mayor, I used to say that the two other tear of government are just to rule but the local government comes to serve and that remains absent. A common man is always benefitted by the local government," he said.

The Chairman Dunya Group further said that the local government is always missing and as per the constitutional laws the local government must be independent administratively and financially. The courts tried their best to implement it but they were not successful on doing that. "In last government, The Supreme Court ordered to hold the elections of local government but Mayor election was delayed for a year and it was not functional. This could not be implemented and there must be reason for that. One of the reasons is that the institutes of Pakistan are over burdened that is why it is not performing well."

He further added that he looked at the sports budget provided by the government and it could only pay the wages of the workers. That institution cannot be functional for its true purpose.

Amer Mahmood said that the solution to the problem is with the political leadership. He questioned that how and why would these leaders will the solve the problems? There is no leader in the current politics who started from the grass root level and performed now they were been selected by people through votes. "What we need is an organic leadership, as only it can make things work," he said.

Talking about Indian Prime Minister Naredra Modi, he said that we do not like Modi but from where did he started? He said that Modi was motivational speaker against Babri Masjid. "He used to give speeches in different villages and provoke them join in the rallies to demolish the Mosque. This was his start and succeeded and after that he was appointed as the Chief Minister of Punjab by BJP. He then fixed Gujrat in his own way," he said, adding that later in the elections of 2014, BJP’s government was formed while Modi became the Prime Minister of India.

He also gave example of Indian politician Arvind Kejriwal who won hearts of people by working on the education sector. He added that politicians who are performing in India are getting the votes and family politics has ended there. While he added that the political leadership has been selected in the whole world from the middle-class. He also said that leadership which comes from the "super-rich" creates problems.

He said the only solution to our problems is an organic leadership. "There is this universal truth that you cannot create an Island in society. This cannot happen that the whole society is in a bad shape and the judiciary is at the right place or the army. Departments are the reflection of your society," he said.

He also talked about the former Prime Minster Imran Khan that he won the World Cup in 1992, built Shaukat Khanum in 1995. He said Imran Khan’s achievements are from the past. He said that the generation is not the same who is voting him from when he won World Cup.

The former Mayor said that provinces must be sub-divided. He said that Pakistan is the only federation in the whole world that whose one federating unit is about 60 percent of the country and it has given many sacrifices and abused as well. "This does not happen in any other part of the world that you are 60 percent and the rest are collectively 40 percent. There is no example of this of any other country in the world. What we should do is that we sub-divide the provinces to make them manageable. The province must be divided into divisions to avoid the fight of division. People are settled in some divisions which are very old and every Commissioner has a complete government under him," he said.

He further added that the role of the governments in Punjab and Khyber PakhtunKhuwa is just supervisory, they do not work. People who work the ones working in the districts and divisions. These people just supervise them. He said that after getting rid of these people, we will have enormous saving in the administrative saving.

He said that if we will divide the provinces in division level, we will have about 32 provinces and no political party might have 32 sons and nephews. They will have to be a political party per force and right now they are the political mafias and then they will have to become political party. "If we will have 32 divisions, then 4 to 6 people might perform, not all will fail. People who will perform will be highlighted on their performance," he said.

He said that he will vote for a politician who delivers.

While talking about Karachi, he said that if the metropolitan city will be turned into a province, it can even beat Dubai in success after 10 years because of its seaports. It has a lot of potential in it.

He again said that the only way forward is that the provinces must be sub-divided into smaller provinces and the divisions will be empowered which will be the first step for the development of Pakistan.
