Summary
In a first violation of 18th Amendment, the government has issued 12 ordinances without the approval of the National Assembly and the Senate. Under Article 89 of 18th Amendment, re-issuance of any ordinance requires its passage from the NA and the Senate. Whereas, NA and Senate cannot approve the issuance of any ordinance for the 3rd time. However, just after the three days of approval of 18th Amendment, the government has re-issued 12 ordinances in a day. The re-issued ordinances include Benazir Income Support Ordinance, Defense Housing Authority Islamabad Ordinance, Civil Service Ordinance and Consumer Protection Ordinance.
