'WAPDA paid IPPs over Rs 82.53 billion as fine, late payment'
The PAC summoned the report on the implementation of MOUs and agreements from WAPDA until now.
ISLAMABAD: Public Accounts Committee (PAC) was told that over 82.53 billion rupees were paid to IPPs by WAPDA under the head of fine and late payment during the last five years and such payments are on rise.
PAC met here Wednesday under its chairman Nadim Afzal Chan to review the audit observations in respect of the accounts of WAPDA, Ministry of Water and Power and Ministry of Capital Administration and Development.
The committee was told that the payment made to IPPs on account of fine and late payment of bills was in addition to the payment disbursed to IPPs on account of purchase of electricity.

Audit told the committee that distribution companies made over payment to the tune of Rs 219 million to banks on account of collection of bills and the banks kept on charging Rs 10 instead of Rs 2 on every bill.
The committee directed that amount paid excessive to the banks be recovered from them within 20 days otherwise the chief executive officers of the companies will be held responsible. The officers who failed to effect recoveries in the past be issued show cause notices, committee directed.
The committee also ordered for blacklisting 3 companies which provided sub standard material to distribution companies in connection with GENCO Guddu unit.
The committee was told that transformers and other equipment worth rupees 80 million were stolen from NTDC and other distribution companies. Committee directed that the recovery be made from the concerned persons and weekly report be submitted to it in this regard.
Committee also took notice of the matter that the building of polytechnic college in Bahra Kahu was lying vacant since the last several years. The committee said if it is not used by anyone then it be converted into the jail for officers in the federal capital.
Committee also took notice of absence of FESCO chief executive from the meeting and inquired as to how a junior most officer has been appointed as chief executive officer.
The committee declared the affairs of the foundations established by NESPAC, Wapda and other institutions non transparent saying parliamentarians’ foundation be set up for the losers of elections.
