Summary Zero point-flyover project could not be completed in 5 years despite additional expenses of Rs 2b.
Administrative, monitory and technical irregularities have also been traced in the project.The foresaid flyover is a unique project of Islamabad which has been surveyed so many times. According to PC1, the construction cost of the project was measured about Rs one billion and it was to be completed within a year.Auditor General of Pakistan has declared the flyover as ‘masterpiece’ poor performance, pitiable planning, corruption and technical weaknesses.Moreover, Rs 300 million have been spent on the study of the project but proper feasibility report could not be prepared. Unnecessary changes were also made in the designing that is sheer violation of the PC1. A lot of luggage was purchased on high rates and the auction was made without Planning Commission.Due to a sudden amendment in design, expenses were multiplied by many times and ultimately the record was thrown to winds after committing mismanagement.Up till now, about Rs 4.14 billion have been spent on the project but flyover could not be completed.
