Summary PAC Chairman Nadeem Afzal says SC Registrar was not a judge and parliament cannot summon him.
Public Accounts Committee Chairman Nadeem Afzal Chan Friday said that a reference could be sent against the Supreme Court’s Registrar for not appearing before the PAC after consultation with the law ministry.Speaking to media persons outside the Parliament House, Chan recalled that Justice Khalil ur Rehman had ruled in Para 93 of the PLD 2010 that not everyone was a judge and that registrar was an assistant and helper.Judges’ conduct could not be debated, he admitted, but added that financial matters of the Supreme Court could come under discussion.While President and Prime Minister could face financial accountability, the Supreme Court’s registrar was not above the law, he added.The PAC chief said he has also sought the law ministry’s opinion in this regard.
