Pakistan forms first public sector Data Governance Council for the power sector, integrating key institutions to improve transparency, planning, data security and investment

ISLAMABAD (Dunya News)  – Pakistan has established its first-ever public sector Data Governance Council under the leadership of Energy Minister Awais Leghari, marking a major step towards improving governance and data management in the power sector.

According to the Power Division spokesperson, the council includes representation from all power sector institutions and has been formed in consultation with the Pakistan Digital Authority.

The spokesperson said that data from generation companies, distribution companies, transmission companies and regulatory bodies has now been integrated under a unified system, enabling Pakistan to develop a modern, coordinated and future-ready power data ecosystem.

Previously, different institutions maintained separate databases and systems, while weak quality control and inadequate data security often resulted in conflicting reports. The lack of data harmonization also affected planning and decision-making processes across the sector.

According to the statement, the Data Governance Council has been structured in line with the internationally recognized DAMA-DMBOK standards. Under its supervision, a central data repository will be established to consolidate the entire sector's data on a single, authentic and verifiable platform.

The spokesperson said the council will allow institutions, planners, regulators and investors to make decisions based on the same reliable data. It will also help improve electricity demand forecasting, infrastructure development, timely risk identification and the efficient use of resources.

He added that the establishment of the council is a landmark step towards transparency, international investment and building a stronger foundation for the future. The government considers data a key national asset and believes that providing international investors with access to verified information will accelerate investment decisions.

According to the Power Division, the initiative will help position Pakistan as a transparent and reliable destination for long-term foreign investment in the energy sector and will serve as a strong and sustainable foundation for transparent, accountable and effective governance.
