FPCCI unveils Pakistan's first shadow policy framework to drive economic expansion

Pakistan’s first shadow policy papers have been unveiled in Lahore, with business leaders proposing tax reforms, economic planning and stronger private sector-led growth.

LAHORE (Dunya News) – Pakistan’s first-ever shadow policy papers have been officially unveiled, marking what business leaders describe as a significant step towards shaping a more structured economic roadmap for the country.

The launch ceremony took place in Lahore at the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), bringing together key figures from business, economic and policy circles.

Prominent speakers at the event included FPCCI President Atif Ikram Sheikh, business leader SM Tanveer, former federal minister Gohar Ejaz and Chief Executive Officer of Economic Policy and Business Development Think Tank Ahmed Nawaz Sukhera. Speakers outlined a range of proposals and priorities aimed at addressing Pakistan’s economic challenges and supporting long-term development.

SM Tanveer said the FPCCI was presenting a complete economic plan for the first time, covering tax policy recommendations, an economic survey and a five-year development strategy. According to him, the initiative aims to establish stronger economic foundations while creating a more favourable environment for businesses and investment.

Atif Ikram Sheikh described the documents as more than a set of recommendations, calling them a comprehensive economic framework. He said the business community recognised the importance of the government's role in budget planning and policymaking and expressed hope that policymakers would transform the proposals into practical measures.

Ahmed Nawaz Sukhera highlighted that such shadow policy papers were being issued in Pakistan for the first time. He stated that expanding the role of the private sector could significantly contribute to economic growth while also generating new employment opportunities. Sukhera also stressed the need for business-friendly measures and supportive tax policies to encourage economic activity.

Former federal minister Gohar Ejaz said Pakistan had already demonstrated its diplomatic standing internationally and now needed to establish itself as a force in the economic sphere as well. He said various proposals had been developed with the goal of strengthening prosperity and insisted that national development required contributions from all segments of society.

Speaking about broader national efforts, Gohar Ejaz said attempts were being made to ensure stability in the country and noted that Pakistan’s standing on the global stage had improved. He added that the vision discussed by stakeholders had now been transformed into documented policy proposals.

He further revealed that the policy documents would also be presented before the Prime Minister and the Finance Minister with the aim of advancing them towards implementation. According to him, Pakistan could emerge as a genuine economic powerhouse if the private sector was placed at the centre of growth strategies and given a conducive environment to expand business activity.

The launch of the policy papers adds a new chapter to discussions around economic planning in Pakistan, with business representatives placing stronger emphasis on private-sector-led development and long-term policy continuity.
