IHC nullifies CSB decisions on officers' promotions

Islamabad High Court set aside CSB promotion decisions and ordered fresh consideration of 21 officers under Promotion Rules 2019 with reasons for any adverse opinion

ISLAMABAD (Dunya News) - The Islamabad High Court has declared the decisions of the Central Selection Board null and void and ordered a fresh review of promotion cases of 21 officers.

The verdict was issued on petitions filed by officers belonging to the Police Service, Pakistan Administrative Service and Civil Service. Justice Inam Amin Minhas of the Islamabad High Court released the detailed judgment in the case.

The court approved the petitions of 21 officers who had been denied promotions to grades 20 and 21 and directed the Central Selection Board to reconsider their promotion cases in accordance with the Promotion Rules 2019.

According to the detailed judgment, the cases of the petitioners should be reviewed under the prescribed procedure, and if any adverse opinion is formed, clear reasons must be placed on record.

The officers included in the petitions were Dr. Mutahir Shah, Iqbal Ahmad Sheikh, Shakeel Ahmad Shakeel, Mirza Nasir Ali, Mutiur Rehman Mumtaz, Wilayat Khan, Syed Ali Adnan Zaidi, Muhammad Zahid, Mumtaz Ali Bohio, Muhammad Amin Qureshi and Atiqur Rehman.

Other officers named in the case included Muhammad Aslam Jamro, Dr. Muhammad Akhtar Abbas, Nisar Ahmad Khan, Bilal Ahmad Butt, Sajid Hussain Arain and Arbab Qaiser Ahmad.

Nasir Khan, Israr Ahmad Khan, Mujahid Akbar Khan and Agha Muhammad Yousaf had filed petitions before the high court seeking relief regarding their promotion matters.
