Khyber Pakhtunkhwa received over Rs8 trillion from federal government since 2010

Official federal records show Khyber Pakhtunkhwa has received Rs8,404 billion since 2010, countering claims of pending dues.

ISLAMABAD (Dunya News) – Official data reveals that from 2010 to November 2025, the Government of Khyber Pakhtunkhwa has received Rs 8,404 billion (Rs 8.4 trillion) from the federal government.

The Ministry of Finance confirmed that this figure includes all statutory transfers, development funds, and additional allocations.

Since 2010, under the National Finance Commission (NFC) award, Khyber Pakhtunkhwa has received its full 100% share amounting to Rs 5,867 billion. NFC allocations are disbursed every 15 days, and there are no pending dues. On 17 December 2025, the federal government released an additional Rs 46.44 billion to the province under NFC.

Additional allocations

Terrorism-related support: KP received an additional 1% of NFC transfers for counterterrorism measures, amounting to Rs 705 billion since 2010. Straight transfers: Rs 482.78 billion were provided for royalties, GDS, excise, and other direct transfers. Merged districts: Since 2019, Rs 704 billion has been allocated to support newly integrated districts. IDPs support: Rs 117.166 billion has been released for internally displaced persons over recent years. Development projects: Rs 115 billion was provided under federal development programmes for KP projects. BISP allocations: Between 2016 and 2025, Rs 481.433 billion reached the province under the Benazir Income Support Programme.

Experts emphasise that funds under the Public Sector Development Programme (PSDP) are conditional on project progress and performance. Disbursements are not automatically due to the province; they are released in stages based on physical and financial performance. Presenting PSDP non-disbursements as pending federal dues or NFC arrears is a misinterpretation of fiscal rules.

These figures counter any claims that the federal government withheld KP’s financial rights. The Ministry of Finance stated that efforts are ongoing to strengthen the NFC system, including establishing the 11th NFC, forming subgroups, and holding provincial consultations.
