KABUL (Web Desk) – Afghanistan’s Foreign Minister Amir Khan Muttaqi has said that Afghan soil must not be used against any other country, and anyone who violates this principle will face action.
Speaking at an event in Kabul, Foreign Minister Amir Khan Muttaqi endorsed a five-point resolution unanimously approved a day earlier by religious scholars.
Hundreds of scholars from all 34 provinces of Afghanistan had gathered at Kabul University, where they passed a resolution supporting the current system, defending regional integrity, preventing Afghan soil from being used against other countries, opposing Afghans’ participation in military activities abroad, and emphasizing unity among Muslims.
In his speech, Muttaqi stressed that Afghan soil must not be used against any other country. He said that, based on the scholars’ decree, Afghan leadership will not allow anyone to carry out military activities abroad from Afghan territory.
The foreign minister said the Islamic Emirate’s leadership will not permit anyone to be involved in military activities in other countries, and that any Afghan who violates this directive may face action under the scholars’ guidance.
Although Muttaqi did not name any country, it is widely believed that he was referring to neighboring Pakistan.
Tensions between Pakistan and Afghanistan have persisted since border clashes in October this year. Pakistan insists that militants from the banned TTP based in Afghanistan conduct cross-border attacks.
Despite temporary calm achieved through negotiations in Doha and later Istanbul—mediated by Qatar and Turkiye—relations remain strained, and bilateral trade has halted due to border closures.
In its weekly briefing, Pakistan’s Foreign Office responded to the Afghan scholars’ resolution by stating that they would examine the statement but would still seek written guarantees from Afghan leadership.
Referring to recent tensions between Afghanistan and Pakistan, Muttaqi said these events show Afghans are more united and coordinated than before. Based on the scholars’ decree, he added, protecting the current system is not only the responsibility of security forces but a shared duty of all citizens.
According to the foreign minister, the resolution emphasises that Islamic countries should strive to maintain good relations. As before, scholars have again urged Muslims to maintain unity and embrace one another with tolerance.
