Kite flying ordinance 2025 placed before Punjab Assembly for committee review

Kite Flying Ordinance 2025, setting strict registration rules, heavy penalties and police powers while repealing the 2001 ban to regulate kite flying.

LAHORE (Web Desk) - The Kite Flying Ordinance 2025 bill was presented in the Punjab Assembly, which has already received approval from the Governor.

The ordinance has been referred to the relevant committee for two months and will become a formal law after approval by the assembly following the committee’s recommendations.

Under the ordinance, strict regulations have been introduced to bring kite manufacturing, sale and flying within a legal framework across Punjab.

All individuals and businesses involved in making and selling kites have been made subject to mandatory registration. The authority to register kite manufacturers and kite-flying organisations will rest with the Deputy Commissioner.

District-level permission for kite flying will also be granted by the Deputy Commissioner after approval from the government.

Strict punishments have been set for making or selling kites or string without registration, including imprisonment of up to five years and a fine of up to Rs500,000.

The manufacture and sale of metallic string, sharp “tandi” wire and chemically-coated cutting string have been completely banned. Anyone caught making or selling prohibited string may face up to five years in prison and a fine of up to Rs2 million.

The ordinance grants special powers to the police, allowing sub-inspector rank officers to carry out arrests and searches without warrants upon receiving information about prohibited materials.

In districts where kite flying is permitted, riding motorcycles without safety measures will be banned to prevent accidents.

With the enforcement of the new ordinance, the 2001 Kite Flying Ban Ordinance has been formally repealed, introducing a new legal framework for kite flying in the province.
