Punjab courts introduce video link facility for remote hearings

Punjab’s district and ex-cadre courts now offer video link facilities for remote hearings, ensuring timely justice and modernising court proceedings.

LAHORE (Dunya News) – In a historic step towards modernising judicial proceedings and ensuring timely justice, the Lahore High Court has introduced a video link facility across Punjab’s district and ex-cadre courts.

This initiative comes under the special guidance of Chief Justice of Lahore High Court, Justice Aalia Neelum, and has been widely appreciated by lawyers and citizens alike.

The new system allows parties and lawyers with pending cases to attend court hearings remotely, ensuring access to high-quality and prompt justice from their doorstep. Interested parties can apply for this facility using a dedicated form, available on the Punjab district judiciary’s official website. Applications must be submitted within seven days, excluding Friday and Saturday, as per the court’s instructions.

Eligibility and guidelines

The video link service is primarily aimed at individuals unable to physically attend court due to illness, disability, geographic distance, travel restrictions, or security concerns. It does not apply to proclaimed offenders. Once a request is approved, a suitable date and time will be scheduled, and all parties and lawyers will be notified with a “Video Link” tag on the case list.

Before the hearing, parties must ensure the presence of the plaintiff or witness with an original CNIC or passport at the designated location. All biometric and verification procedures will be completed to prevent any forgery. For disabled plaintiffs, a court officer will assist with biometric verification, although travel expenses will be borne by the applicant.

Overseas participation

Witnesses living abroad can also participate through Pakistan’s embassies, high commissions, or consulates. A designated officer will secure the testimony, and no device or third party is allowed to assist during recording. Statements of overseas plaintiffs or witnesses will be recorded according to Pakistani judicial timings under the Oath Act 1873.

Recording and security

Only the court can record video link proceedings; unauthorised devices, including mobile phones, are strictly prohibited inside court premises. Applicants are responsible for costs and must provide at least a 125-500 GB USB drive or external hard drive to preserve court recordings. These recordings will be securely stored with judicial seals and password protection, forming part of the official case file.
